Panchayat elections conducted by Haryana State Election Commission. Three tiers: Gram Panchayat, Panchayat Samiti, Zila Parishad. Sarpanch elected directly by village voters. Panches elected ward-wise. Reservation for SC, BC, and Women (50%) by rotation. Minimum education: 8th pass (some categories 10th/Matric). Election petitions filed before prescribed authority within 30 days.

DisqualDisqualification Criteria+

Disqualified if: convicted of offence with 2+ years sentence, no functional toilet at home (sanitation requirement), defaulter of cooperative society loans, more than 2 children born after 24.01.2006, arrears of electricity/water bills, encroachment on government/panchayat land, not having minimum prescribed education. Disqualification challenges filed before Deputy Commissioner or High Court.

NCMNo Confidence Motion+

Against Sarpanch: can be moved after 2 years of election. Requires written notice by 1/3 of elected Panches to BDO. Meeting convened within 30 days. Requires 2/3 majority of total elected Panches (not just those present). Secret ballot. If passed, Sarpanch ceases to hold office immediately. New election within 6 months.
