Guest teachers in Haryana who have served for substantial periods are entitled to consideration for regularization. The State cannot treat them as dispensable despite relying on their services for years.
Guest teachers in Haryana government schools who had been rendering teaching services for many years sought regularization or at least consideration for permanent appointment.
The Court observed that the State cannot exploit guest teachers by using their services for years and then discarding them. While regularization without proper selection process is impermissible, the State must provide a reasonable opportunity for these teachers to compete for regular posts and give weightage for their experience.
This judgment provided relief to guest teachers across Haryana and directed the State to frame a fair policy for their absorption.
