Dr. Upendra Baxi and Prof. Lotika Sarkar wrote a letter to the Supreme Court highlighting the inhuman and degrading conditions in the Government Protective Home for Women at Agra. The letter was treated as a PIL.
The Court held that inmates of protective homes have a right to live with dignity under Article 21. Detailed directions were issued for proper management, medical facilities, sanitation, nutrition, and rehabilitation of inmates.
This was a pioneering PIL that brought judicial oversight to institutional care for vulnerable women. The court-monitored improvements became a model for reforming State-run welfare institutions.
